Charlene Sykes is the Head of Family Help and Intervention within North Lincolnshire Council and her responsibilities include targeted early help, the front door, extended hours arrangements, Child in Need, child exploitation and risk outside the home. Charlene has almost 20 years of experience as a social worker and has held a variety of roles with Children and Families in North Lincolnshire since qualifying in 2004 with a BA Hons Degree in Social work and Social Policy +DipSW from the University of Hull.
Charlene works closely with multi agency partners to protect children whilst enabling them to thrive with their family, achieve in their school and flourish within their community. Charlene has had the lead responsibility for managing child exploitation for over a decade and has worked with partners to develop the multi agency response to this.
Charlene and Emma have a range of experience in representing the local Authority on a local, regional and national platform including showcasing best practice examples in relation to PIT Stop and Child exploitation, being one of 10 Local Authorities who were privileged to contribute to the national review of Children’s Social Care and being part of the recent ILACS inspection where North Lincolnshire were graded as Outstanding.

BA (Hons) degree in Criminology and Community Development, Emma has extensive knowledge and experience in the field of Youth Justice and Child Exploitation.
Emma is currently responsible for the Youth Justice Partnership in North Lincolnshire which includes Statutory Youth Justice, Out of Court and Prevention/Diversion, Outreach Youth Team, Children’s Substance Misuse Service (DELTA) and the Child Exploitation Intervention Team.
Emma has 17 years experience undertaking a variety of roles including, Police Special Constable, Youth Justice Case Manager, Youth Justice Team Manager and Service Manager. She also previously had lead responsibility for overseeing North Lincolnshire’s residential care home supporting children in care of the local authority. Emma has been responsible for managing two Home Office Projects via the Trusted Relationships Fund and Devolved Decision Making for Child Victims of Modern Slavery. All roles have supported the development of operational and strategic frameworks for managing Child Sexual Exploitation, Child Criminal Exploitation and Modern Day Slavery.

Within North Lincolnshire, there are longstanding robust strategic and operating frameworks to reduce the risks to children and the community from exploitation. The approach is based on the values and principles set out in our one family approach that all children should thrive within their family, flourish within their schools and belong to their community. We are strengths based and work in collaboration with our partners, children and families and the local community to utilise the range of resources and legislation available to us to understand the themes, trends and hotspots and focus our interventions early to prevent need from escalating alongside dismantling and disrupting organised crime to ensure children are protected from harm and the burden is placed firmly on the perpetrator and children are enabled to remain within their families and communities. We will showcase the North Lincolnshire journey and practice model, with some of this with examples of the impact this has had on children and families.
