Josette Roussel


Josette Roussel RN, MSc, MEd, FCAN

Josette has been contributing to the development of health policies and advancement of the nursing profession in Canada and globally for more than a decade while working at the Canadian Nurses Association (CNA). She has developed and fostered strategic alliances and collaborations to successfully position nursing in national research grants, federal policies and legislative committees to enable better care, better value, and optimize nursing role within the Canadian health care. 

In 2020, Josette transitioned into a new leadership role as Director of Clinical Services at Hôpital Montfort in Ottawa. In this capacity, Josette led a large multidisciplinary team to enable the delivery of modern diagnostic imaging services as well as the pharmacy department, laboratory, cardiopulmonary services and ambulatory care. Most recently, Josette was appointed Associate Vice-President, Patient Care and Chief Nursing Executive at Hôpital Montfort. She is a member of the hospital Board of Directors and the senior executive team. 

Josette continues to work with international and national nursing groups in advanced practice nursing and other members of the international nursing community. She is an executive member of the Core Steering Committee of the International Council of Nurses Nurse Practitioner Advanced Practice Nurse Network and serves as Deputy-Chair. In this capacity Josette co-edited the publication of a book in April 2024 from Springer Advanced Practice Nurse Networking to Enhance Global Health. Josette also led the development of a successful conference proposal resulting in the Canadian Nurses Association host role for the 2023 International Council of Nurses Congress in Montreal. 

Josette has cumulated 36 years of experience in various nursing roles in health care and sectors; published in peer-reviewed journals and books. She has presented and participated in numerous task forces and committees at the provincial, national and international levels. She is also an invited lecturer at the master’s in nursing program at the University of Ottawa, where she holds a master’s in education. She also holds a master’s in nursing, specializing in gerontology, from the Université du Québec en Outaouais. She has completed CNA’s gerontology certification program and the Advancing Health Leadership program from Royal Roads University in British Columbia. In 2021, Josette was inducted as a Fellow in the Canadian Academy of Nursing. The Fellowship designation represents the highest honour for Canada’s most accomplished nursing leaders in clinical practice, education, administration, research and policy.
