Ian Lowry - Contracts Director

Ian is a Member of the Chartered Institute of Building (MCIOB) with over 30 years' experience in the construction industry, 17 of these being spent at a Contracts Manger level and almost 15 years in a Director role.

He has directed and managed NI Water Framework Contracts for the past 20+ years and has extensive experience of Design and Build NI Water and Wastewater infrastructure and non- infrastructure. His experience incorporates not only end-to-end design-construct-commission-implementation of the works but also the ongoing operational maintenance contracts supporting water and wastewater treatment plants.

Ian has a strong and longstanding relationship with NI Water and is the key contact point as Contracts Director on all NI Water Frameworks and Contracts managed by Lowry Building & Civil Engineering.


Graham Baskin - Contracts Manager

Graham has 15 years experience within the Construction industry in both Engineering and Contract Managing. Since beginning his career in the industry he has worked in the water and wastewater sectors both infrastructure and non-infrastructure continuously on NI Water Framework Contracts and now manages many teams simultaneously, using his wealth of experience and knowledge with Lowry Building & Civil Engineering and recently gained his Member of Chartered Institute of Building (MCIOB) status. Graham delivers end-to-end design-construct-commission-implementation on the redevelopment and new installation of water and wastewater treatment plants.

He specializes in the capital side of NI Water works, particularly on the IF100 and IF105 Frameworks, getting fully involved from Early Contractor Engagement stage to commissioning on Base Maintenance, Backsyphonage and innovative pilot schemes to improve water quality using sustainable construction methods.

Graham has built a strong relationship with NI Water and their design partners, providing vital expertise on buildability of various works and acts as a key contact point on these schemes.


Jemma Lowry - Business Development Manager

As Business Development Manager for Lowry Building & Civil Engineering Jemma coordinates and submits all bids including those under NI Water Frameworks. With a background in Environmental Engineering she maintains a keen interest in the work we do in the water and waste water industry and has recently taken up a position on the Institute of Water Committee.

Jemma works with an outstanding team of managers and site staff who consistently deliver impressive building and civil engineering projects, making it easy for her to write about our success and experience in bid submissions.

Her valuable environmental experience and knowledge, which began on windfarms, makes her key in delivering environmental requirements on schemes including the development of Construction Environmental Management Plans (CEMPS), coordinating BREEAM and CEEQUAL requirements and providing vital guidance and training.
